USE THE RIGHT WORD A MODERN GUIDE TO SYNONYMS一書中沒有將opinion 和suggestion 作詞義辨析,也許這兩個詞在意義上的區別對本族語者是很明顯的。現摘錄如下:
Opinion ranges from purely personal prejudice to relatively authoritative judgment. At both extremes it implies a prior formulation of ideas or conclusions regarding a matter in dispute or under consideration. In a more conclusive sense, it may represent an expert judgment in a matter of objective fact or truth. In all cases, however, opinion is carefully distinguished from fact. An opinion may be held with confidence, but it still falls short of.
Suggestion may refer to more directly presented statements; even here, however, the emphasis is on a tactful presentation that stops short of instance or flat recommendation 缺乏干脆的,直截了當的建議。
Recommend indicates a positive declaration in favor of a particular alternative or set of possibilities; the word can apply equally well to situations in which help has or has not been solicited.
A recommendation implies that one course is distinctly favorable and ought to be pursued on its own merits顯然更有利,應當去從事。
Advise and Suggest are much milder than recommend. They do not necessary indicate that any one alternative is recommended as a solution to the problem in question. Suggest implies a single, very tentative proposal that is not insisted upon; in some cases, the tentativeness implied by the work may result from a fear of being rejected.
從以上的解釋,可以看出suggestion 翻譯“關于……的意見”不確切。而opinion 主要意思著重在“對某事的結論性,權威的判斷”。
所以在聯合國文件和加拿大法規中常見有recommendation.
